ECHO’s first local workshop in Spain

On 17th December 2025, ECHO’s first local Spanish workshop was held in Malaga. The Spanish pilot focuses on the resilience against floods and droughts in the province of Málaga. The workshop was organised by Universidad Politécnica de Madrid, hosted by Diputación Provincial de Málaga, and supported by Servicio Andaluz de Salud, Cetaqua and Ayuntamiento de Estepona, all of whom are ECHO’s project partners.

The workshop brought together regional stakeholders, including authorities at local and national level, critical infrastructure operators, essential service providers from different critical sectors, emergency service providers and other relevant stakeholders.

The purpose of the workshop was for these stakeholders to analyse the current state of resilience in this area, the key dependencies, and vulnerabilities and challenges (called AS-IS). This was followed by an identification of opportunities for improvement (called TO-BE), focusing on potential solutions and steps to achieve these solutions.

Among the topics discussed included moving beyond silo-based approaches and expanding the ecosystem across critical infrastructure sectors and stakeholders, in addition to combining national perspectives with a local Málaga perspective to address local needs and empower local actors. Additional topics of discussion were

  • Training and capacity building

The results of the meeting will serve as a basis for developing innovative tools and strategies to strengthen territorial resilience.
