ECHO joins consultation with the National Council of Slovenia

On 20th April 2026, the Institute for Corporative Security Studies (ICS) presented ECHO at a consultation with the National Council of Slovenia on strategy for resilience of Critical Infrastructure. ECHO project partner Jolanda Modic presented the insights gathered so far in the ECHO Project.

This consultation examined the current state of critical infrastructure management in Slovenia and identified gaps in existing policies, legislation, competencies and operational capacities. Key stakeholders, including ministries, critical infrastructure operators and research institutions were in attendance.

Among the current challenges in Critical Infrastructure were found to be fragmentation of resources, knowledge and technologies; a lack of proactive, long-term resilience management; staff overload of key organisations; and the need for clear strategic direction and division of responsibilities.

The key messages of the debate were the following:

  • Resilience requires a systematic approach rather than just a response to crisis.
  • Public-private partnership is required.
  • Information of strategic importance must be shared amongst stakeholders.
  • Education and training must keep pace with threats.
  • Resilience requires the right staff.

The event provided an opportunity to discuss the establishment of a modern model for critical infrastructure resilience management, improved coordination amongst stakeholders and the adoption of new technologies.
