The ECHO Project will develop a number of technological solutions to enhance urban resilience planning and management in Europe. The below blogpost by ECHO project partner Engineering Group (ENG).

 

The ECHO Knowledge Hub (KH) is a core pillar of the ECHO project and a key enabler of its vision to strengthen resilience across European communities facing complex, multi-hazard threats against critical infrastructures and entities (CI/CE). The KH is a centralised, EU-sovereign platform designed to provide a unified access point to essential data and knowledge resources supporting resilience planning, preparedness, and management across Europe. It represents a core component of the ECHO Collaborative Resilience Management Platform and plays a key role in enabling collaboration, knowledge sharing, and resource accessibility among diverse stakeholders involved in CI/CE protection, emergency management, and urban resilience.

The KH brings together data catalogue, models, tools, documents, and other relevant resources (such as hazard and risk maps, resilience and emergency plans, climate and weather data, case studies, and solutions) into a single, structured software environment. By addressing the fragmentation of information across existing multiple platforms and sources, the KH supports more efficient coordination and informed decision-making, particularly in complex, multi-hazard contexts.

 

Structured resource sharing and resuse

A key objective of the KH is to maximise and promote the reuse and sharing of existing resources. It acts as a comprehensive catalogue of relevant internal and external resources, ensuring that valuable assets are no longer isolated within individual organisations or sectors. Through advanced data integration, semantic search and AI-driven content recommendation, users can quickly identify contextually relevant and high-quality information tailored to their needs. This structured approach to resource sharing reduces redundancy, optimises resource utilisation, and enhances operational efficiency across organisations and territories.

 

Staying informed and connected

The KH also supports continuous information exchange within the ECHO community. Through news, updates and shared insights, stakeholders remain informed about project developments, pilot activities, emerging challenges, and lessons learned.

This ongoing communication strengthens collaboration between authorities, CI/CE operators, emergency service providers, researchers and practitioners, supporting a coordinated and inclusive approach to resilience management.

By gathering and promoting resources validated through ECHO pilots and real operational settings, the KH bridges the gap between existing knowledge and practical application. It supports evidence-based decision-making and encourages the adoption of proven solutions for resilience assessment, planning and response.

 

A central reference for resilience management

Developed upon previous EU-funded experiences (e.g. HE EU-CIP) and refined through pilot feedback, the KH follows a phased evolution towards a mature and validated platform. Its user-centred design ensures accessibility for both expert users and non-specialised stakeholders involved in resilience and emergency management.

By centralising knowledge, enabling structured resource reuse, and supporting collaboration across sectors and governance levels, the KH is positioned as a long-term reference point for resilience management in Europe. It provides stakeholders with a robust support system to better understand risks, enhance preparedness, and strengthen the resilience of interconnected systems and communities.
